Wearing hats is disallowed on the floor of the United States House of Representatives. This rule includes covering one's head, such as with a hooded shirt, or "hoodie", such as the one worn by Representative Bobby Rush on 28 March 2012. At the direction of the presiding speaker of the chamber, Rush was escorted from the chamber.

This rule was instituted in 1837 to distinguish the US Congress from the British Parliament, after several previous attempts for similar rules failed. In 1833, Lewis Williams of North Carolina argued that if Members were “to sit without hats” they would have no place to put them as the Old House Chamber had no facilities such as modern day cloakrooms.

US Representative Frederica Wilson is a noted wearer of hats, and has a collection of hundreds of different hats. While she was Representative from 2003 through 2010, she obtained a waiver from Speaker of the House John Boehner to wear hats while on the House floor.
